We outline a system that is being designed to support the modeling of physical distribution situations and the selection or construction of algorithms for their solution. The system will incorporate the current knowledge and expertise in vehicle routing. The main contribution of the system will be in the design and implementation of techniques for representing and manipulating this knowledge.
